iMENTORS version three went live today and is one step closer to mapping the majority of e-infrastructure (resources, tools and data supporting community research and development) of the past five years in Sub-Saharan Africa in order to lay a foundation for better services, encourage research and connect cross-continental progress. The aim of iMENTORS is to help scientists, universities, research and education networks as well as policy-makers and international funders to gain valuable insights on the gaps and progress made in the region and to identify synergies when planning future ICT initiatives within the African continent.

iMENTORS is now recording the ICT projects related to the Brain Gain Initiative and the Catalyst Initiative.  Both of these initiatives are part of the Social Innovation Program at Hewlett-Packard (HP) Company.

HP formed a partnership with the United Nations Educational, Scientific and Cultural Organization (UNESCO) first in 2003 to start the Brain Gain Initiative with the goal of reversing the "brain drain" from areas affected by the emigration of scientists and scholars.  The project aims instead to foster a "brain gain" by creating a sustainable university infrastructure for science.  The project was a success and expanded in 2009 and again in 2011.

According to an article published on Primeur weekly magazine, at the e-IRG Conference in Vilnius earlier this month, e-IRG Board member Arjen van Rijn introduced the e-Infrastructure Commons concept from the e-IRG White Paper. The idea is that e-infrastructures that serve science in Europe will design a set of Common Services that makes them interoperable. The advantage of the European scientist is that they do not have to learn and apply for and access different infrastructures. But of course, collaboration between the independent infrastructures is needed. Currently there are different organisations covering different e-Infrastructure areas, such as Geant for networking, PRACE for superercomputing, EGI for HPC, IDGF for volunteer crowd computing, EUDat for Big Data.

The collection of data for the iMENTORS database is currently focused on donor databases and international submarine cable networks.

Nearly 2000 organizations involved in ICT projects are already mapped and recorded in the iMENTORS database which launched the beta version in July. Users can easily sign in using their LinkedIn credentials, put their projects on the map and increase their project’s visibility. The aim is for the platform to contain 80 percent of e-infrastructure projects/investment frameworks by the end of the project using an advanced geographic information and visualization system.

The report investigates the legal barriers of using e-Infrastructures in Europe.

Between December 2012 and May 2013 a Task Force of the e-Infrastructure Reflection Group (e-IRG) considered the legal and regulatory issues likely to arise from the increasing use of state-funded e-Infrastructures by non-state funded researchers and organisations. Such use, on a national and international scale, appears essential to achieve the Horizon 2020 goals for a European Digital Research Area.

According to an article published on iSGTW, over the last decade, a number of coordinated and complementary e-infrastructure initiatives have been crucial for enabling high-quality research and ICT developments in south-east Europe (SEE), and have supported the European vision of inclusive and smart growth, based on knowledge and innovation. These initiatives have reduced the digital divide and ‘brain drain’ within Europe, by ensuring access to state-of-the-art e-infrastructures for both new EU member states and those on path to ascension — in total 15 countries.
