Next generation of public-public research programmes in fields of clinical trials, SME financing, active ageing and metrology among initiatives that received green light from MEPs. 

According to an article published on Science|Business, the European Parliament - in a chock-full final plenary session of this term - has had its say on the remaining research initiatives of the European Union’s main research programme, Horizon 2020.

On Tuesday afternoon (15 April) MEPs rubber-stamped a bumper €22 billion parcel of 11 initiatives – herded together in the so-called “innovation investment package” for ease of digestion – forged from agreements reached in negotiations with member states and industry over the past few months.

According to an article published on Science|Business, EU officials expect to be inundated with grant applications, but maintain that simplification of Horizon 2020 procedures will accommodate SMEs and young researchers.

According to an article published on SciDev.Net, for scientists across Europe, last month marked the official start of a fresh wave of funding opportunities from the European Union (EU). On 11 December, the European Commission finally released the detailed topics and budgets available for the first two years of Horizon 2020, the EU’s eighth research and innovation funding package, worth nearly €80 billion (around US$110 billion) in total from 2014 to 2020.

According to an article published on Science|Business, recognising that innovation requires market acceptance, Horizon 2020 will invest €462 million over the next seven years on a new programme, ‘Science with and for society’. Science|Business looks at the plan for the first two years.

 

Science needs people – to join its ranks as future scientists, to ensure its objectives are properly aligned to needs, and to ensure its innovations find market acceptance. Yet the numbers pursuing careers in science and technology fail to meet demand, science is still perceived as a male domain, and a recent Eurobarometer survey found that 58 per cent of people feel they are not well-informed about the outputs of publicly-funded science.

According to an article published on Science|Business, success rates may drop to 15% from 20-22%, as EU officials brace for an unprecedented flood of applicants.

A pile-up of grant applicants could turn Europe’s biggest research programme into one of the toughest-ever to get money out of. 

The European Commission on December 11 announced the first €15 billion round of grant opportunities under its massive Horizon 2020 programme – but at the same time warned that the average odds of winning a grant could drop to around 15 per cent from the 20 - 22 per cent success rate of the current - smaller - Framework Programme 7.

According to an article published on Science|Business, the European Parliament agreed the EU’s budget for 2014-2020, as well as the final seal on the Horizon 2020 legislative deal.

The overall EU budget for 2014 – 2020 has been voted through, securing a budget of €79 billion for Horizon 2020 and meaning the first calls can be launched as promised on December 11.

The Committee of Permanent Representatives endorsed the agreement reached last June between the Presidency of the Council and the European Parliament representatives on the "Horizon 2020" programme for research and innovation for the years 2014 to 2020.

The agreement paves the way for the formal adoption of the "Horizon 2020" legislative package by the European Parliament and the Council through a vote in the coming months. Horizon 2020 will replace the EU's 7th Research Framework Programme (FP7), which runs until the end of 2013. Compared with FP7, the new programme is expected to further eliminate fragmentation in the fields of scientific research and innovation.
Horizon 2020, which has a budget of around 70 billion euros, will underpin the objectives of the Europe 2020 strategy for growth and jobs, as well as the goal of strengthening the scientific and technological bases by contributing to achieving a European Research Area in which researchers, scientific knowledge and technology circulate freely.
Horizon 2020 focuses on three priorities, namely generating excellent sci
ence in order to strengthen the Union's world-class scientific excellence and make the Union research and innovation system more competitive, fostering industrial leadership to speed up the development of technologies that will support businesses and innovation, including for small companies, and tackling societal challenges in order to respond to the priorities identified in the Europe 2020 strategy by supporting activities covering the entire chain from research to market.
